Are the cuff restraints truly stable?

The concept of thigh cuffs doesn’t appear very secure to me. Even with a lock in place, it seems like you could just slide them down your leg (I tried this successfully using a dog collar.) Unless there was an ankle chain involved, or something preventing you from reaching down towards your legs (such as a collar and leash attached to the headboard?) Am I missing anything here?
