high heels inquiry

another question from a newcomer what counts as high heels? let’s leave out the platform styles for now, since they alter total height rather than foot angle. I own a pair measuring 4” from floor to heel back, but only 3 1/2” from floor to where the heel spike meets the sole plate. Are these considered high? P.S. Ladies, how do you manage that smooth walk? Do your heels or balls of your feet hit first?
